Field input from Steve Hastings, Owner of The Bed Bug Experts · Virginia Pesticide License #17040

For apartment communities, bed bug planning needs to account for the reported unit, adjoining units, and the cooperation needed to carry out written preparation and follow-up instructions. Virginia Cooperative Extension notes that bed bugs can hitchhike in belongings and that movement through wall voids can occur between neighboring homes. The EPA advises inspecting units near an identified apartment issue. We help property managers organize the next steps and provide a Free Quote.
A coordinated plan for apartment communities
Start with the unit where signs were reported, then discuss whether adjoining or otherwise nearby units should be inspected. That is an awareness step, not a conclusion about where bed bugs are present. The EPA describes bed bug control as complex, while Virginia Cooperative Extension recommends checking bedding, furniture, and personal items and notes that bed bugs can move through wall voids between neighboring homes. A report, inspection, or treatment plan should therefore leave room for access questions and tenant communication.
We coordinate access, written preparation instructions and follow-up with the property manager; Virginia Code § 55.1-1223 covers written notice to tenants before a pesticide application. Review the full text of § 55.1-1223 and § 55.1-1227 for the cited requirements. These links are provided for reference; they are not a prediction of any legal outcome.
Tenant cooperation and written instructions
A property manager can make the service easier to coordinate by giving residents clear written notices and preparation instructions, confirming access expectations, and keeping follow-up communication organized. The applicable Code section addresses written pesticide-application notice and written preparation and follow-up instructions. Tenant reporting and cooperation are addressed in § 55.1-1227. We can discuss the practical treatment sequence without advising on legal outcomes.
Do not rely on a fogger as the whole plan. The EPA says total-release foggers should not be the sole bed-bug-control method, because material may not reach hidden cracks and crevices. Virginia Cooperative Extension also cautions that bug bombs do not control infestations. If signs are not visible, an independent K9 inspection may be a useful first step for a possible early infestation. We do not run our own dogs; we refer K9 inspections to an independent company that only inspects and does not sell treatment. If bed bugs are confirmed, The Bed Bug Experts handles treatment.
What we see on the job
I start by listening to the property manager’s report and reviewing which unit or units need attention. I ask what access and written preparation instructions need to be coordinated, then I explain what needs to be accessible before we begin. I keep adjoining-unit awareness in the conversation without assuming that every nearby unit has an infestation. If bed bugs are confirmed, I discuss the available treatment path and the follow-up plan with the decision-maker.
I also explain the limits of do-it-yourself shortcuts. The EPA says bed-bug control is complex, and the EPA fogger guidance explains why a fogger should not be the sole method. Our 6-month warranty covers live bed bug activity in treated areas. If live bugs are confirmed, follow-up treatment is provided at no extra charge when prep and aftercare requirements are met..
